To get a feature placed:
do your research - find out which local publications run what kind of features to see if there are any relevant links with the issues you're campaigning on.
come up with your local angle and interest: a local person seeing international issues in person; international issues with a local link; issues which have impact locally.
get a local spokesperson/interviewee.
find out who to contact - the Features Editor is a good start.
put together a bullet-point list of what you can offer, highlighting the local links.
get together some background material to send.
think about existing photos or ideas for photos.
call the Features Editor with your suggestion and follow up their advice.
